Permitting for new development and tenant finish requires approval from both the Highlands Ranch Metro District and Douglas County. The Centennial Water & Sanitation District reviews all projects within Highlands Ranch for impacts to the public water and sewer systems, on behalf of the Metro District. Approval by the Metro District is required before Douglas County will issue building permits or Certificates of Occupancy.
