Source Water Assessment and Protection Program
The Source Water Assessment and Protection Program (SWAP) is a result of the EPA’s 1996 Safe
Drinking Water Act Amendments, and directs all states, including Colorado, to conduct an assessment of public water sources to determine each source’s susceptibility to different types of threats.
The Colorado Department of Public Health and Environment (CDPHE) has conducted an
assessment of all water suppliers in Colorado, including Centennial Water & Sanitation District,
which serves Highlands Ranch. The results of the CDPHE’s assessment are available at

Centennial Water and Sanitation District maintains a variety of programs and procedures to ensure that Highlands Ranch has a safe and secure water supply. Several of these programs and procedures are listed below.
How Centennial Water Protects Your Water Supply
- Centennial Water maintains an industrial pretreatment program to monitor industries and other businesses that discharge wastewater. Annual inspections at each facility are
conducted and documented in a database. Periodic wastewater sampling is conducted as needed to monitor wastewater discharges. This program regulates and prevents hazardous chemicals or waste from being discharged into the sewer system and harming the wastewater treatment plant or passing through without treatment.
- Centennial Water, in conjunction with the Metro District and Douglas County Health Department, conducts a Household Hazardous Waste Roundup event on an annual
basis. Hazardous and toxic chemicals and wastes are collected and either recycled or
disposed of at approved facilities. This prevents dumping of the waste material into the
streets or storm sewers of Highlands Ranch. For more information about the Household

- As part of national homeland security efforts, Centennial Water has developed an Emergency Response Plan to document procedures that will be taken to protect Highlands Ranch’s water sources and distribution system from accidental or intentional contamination.
- Centennial Water has backup water supplies to provide drinking water to our residents in case of accidental or intentional contamination.
- Centennial Water has standby equipment to contain and recover spills into surface water supplies.
- The Metro Districts of Highlands Ranch have a storm water permit to provide guidelines and procedures to prevent and control sediment and runoff from the watersheds in Highlands Ranch.
- Centennial Water has an Oil Spill Prevention Control and Countermeasure Plan for all of its facilities. The plan provides guidelines and procedures to control and contain fuel or oil spills from storage or treatment facilities.
- Security measures have been taken to monitor Centennial Water’s water and wastewater
treatment facilities. State of the art monitoring equipment provides information to ensure that the facilities are safe and secure.
